Peculiarities of concluding and using electronic contracts of compulsory international insurance

Starting from 01.09.2022, it will be possible to conclude international motor third party liability insurance contracts (operating exclusively outside Ukraine) in electronic form.

We would like to draw your attention to the main stages of concluding e-contracts that are important for the insured.

To conclude an e-contract, you must:

1. Choose a MTIBU full member, with whom an international insurance contract will be concluded.

2. Enter the information required to conclude an e-contract through the information resource provided by the insurer. The addresses of the websites of MTIBU full members are available here.

ATTENTION! An e-contract may come into force no earlier than 00 o'clock on the day following the day on which such insurance contract is concluded.

3. Receive an offer from the insurer to conclude an e-contract.

4. Check the correctness of the data in the offer received from the insurer. The fact of registration and compliance of the data of the said proposal can be checked in the MTIBU unified centralised database (CDB). Methods for verifying the fact of registration of an offer to conclude an electronic international insurance contract in the MTIBU Centralised Database must be indicated in the text of the insurer's offer. If all the data is correct, the insurance premium in the amount specified in the insurer's offer must be paid in one of the ways offered by the insurance company.

ATTENTION! The offer to enter into an insurance contract is valid until the end of the day on which it was made.

5. Sign an e-contract in the manner proposed by the insurer.

6. Receive from the insurer, via the agreed means of electronic communication, a pdf file generated by the MTIBU information system with the generated black and white International Motor Insurance Certificate (IMIC sample), as well as a file with the visual form of the policy - international insurance contract (the approved form is available here).

7. Print out the received IMIC BEFORE LEAVING ABROAD in black and white. The Insurer shall notify the Policyholder of the need to print the IMIC and the above rules by an information letter sent to the Policyholder together with the insurance documents. The printed IMIC in paper form must be kept for presentation at the request of authorised foreign regulatory authorities to ensure unimpeded movement of the vehicle outside Ukraine.

8. Information on the concluded e-contract shall be checked by requesting the MTIBU CBD. Each IMIC shall contain a QR code containing a link to the relevant record in the MTIBU CDB. The means of verifying the information are also displayed on the visual form of the policy - the international insurance contract.

9. The e-contract and the corresponding IMIC shall enter into force at 00 o'clock of the day specified as the date of commencement of the insurance coverage, but not earlier than the day following the day of conclusion of such insurance contract, and shall be valid until 24 o'clock of the day specified as the date of expiry of the insurance coverage.
