Motor third party liability insurance in Ukraine


Pursuant to the Law of Ukraine "On Compulsory Motor Third Party Liability Insurance", two types of compulsory MTPL contracts are concluded:

  • domestic insurance contract;
  • International insurance contract.

Domestic insurance contracts are valid exclusively in Ukraine.

International insurance contracts are valid in the territory of the member countries of the Green Card system specified in such contracts and are certified by the relevant unified "Green Card" certificate recognised and valid in these countries.

When entering the territory of Ukraine, the owner of a vehicle registered in another country is obliged to have a Green Card international motor insurance certificate or a domestic MTPL contract for the entire period of stay of such vehicle in Ukraine.

If a citizen of our country travels to a member state of the the Green Card system in his or her own vehicle registered in Ukraine, the owner of such a vehicle must have a valid international insurance contract certified by the relevant unified insurance certificate "Green Card". On the basis of this certificate, the insurer that issued this certificate will provide compensation for damage caused by a citizen of Ukraine to third parties as a result of a road traffic accident that occurred through his/her fault during the validity of the said certificate.

Insurance indemnity to victims of road traffic accidents is paid on the terms and conditions specified in the legislation on compulsory MTPL insurance of the country in which the road traffic accident occurred.

Starting from 1 January 2025, the Law of Ukraine "On Compulsory Motor Third Party Liability Insurance" No.3720-IX sets the insurance amounts under internal MTPL contracts at:

  • for damage to life and health - UAH 500,000 per victim and UAH 5 million per insured event regardless of the number of victims;
  • for damage caused to the property of victims - UAH 250,000 per victim and UAH 1.25 million per insured event regardless of the number of victims.
